Walter, Sam and Ivan have it right.

You have to be a member of IPSC where you normally reside first, after that a person can be a member of other sections.
If your plan isn't working, change the plan not the goal

Thanks Sam, that is exactly what I was looking for. Where did you find the IPSC Canada Constitution? I looked on the IPSC Canada website and couldn't find it. Perhaps the powers that be, in the interest of transparency, can post a copy of it in the 'Resources' section of this website.
